ECMPS Support

As part of our reengineering efforts, ECMPS 1.0 will be shutting down as we migrate to ECMPS 2.0. Therefore, the final date and time to submit via ECMPS to meet regulatory requirements is Friday, February 13th, 2026, at 5:00PM Eastern Time. Please make every attempt to submit any reports required before this date and time. 

Following the cutoff, no reporting software will be available while we migrate to ECMPS 2.0. The expected outage is approximately two to three weeks, subject to change. We will announce the official ECMPS 2.0 release date as soon as possible when confirmed, but it will be no earlier than the week of March 9th, 2026. 

If you have a regulatory deadline requiring submission that falls after this cutoff date, please reach out to AskCAMD@epa.gov for assistance. CBS will remain available through the ARP allowance transfer deadline of March 2nd, 2026.

The 2024 Quarter 1 Release of the Client Tool is now available. The Client Tool must be upgraded to the 2024 Q1 version in order to report data in the next reporting period which begins on April 1, 2024.

In order to use the Client Tool, you must be a Designated Representative (DR), Alternate Designated Representative (ADR), or an ECMPS agent for a representative. In addition, you must have a CAMD Business System (CBS) user name, current CBS password, and have completed a CROMERR Subscriber Agreement Form.

All current users of the Client Tool will be prompted to upgrade to this latest version the next time each user logs in to the EPA Host System. For more information about using the Update Service which updates the Client Tool, watch the Update Service tutorial.

All new users of the Client Tool should download and install the 2024 Q1 version of the Client Tool. Users are urged to follow all instructions on the ECMPS Support website and to consult the Installation Guide for step-by-step instructions on how to install the Client Tool.

EPA will not be releasing an ECMPS update for the upcoming 2022 Q3 emissions reporting period.  

On Tuesday, September 20, 2022 at 1 PM ET, EPA will host a webinar to review the ECMPS Monitoring Plan Beta release update. The most recent update now includes import and export functionality for monitoring plan files, and general interface changes for QA and emissions. 

EPA is redeveloping ECMPS to eliminate software installations, reduce reporting burden, improve efficiency, and provide new features and functionality. The purpose of the meeting is to inform DAHS vendors and users about the beta testing process and timeline, to provide an overview of the new tool, and to describe how users can engage in the testing process. A recording of the webinar and materials will be posted here for those unable to attend. 

ECMPS 2.0 will utilize the Central Data Exchange (CDX) test environment in order to begin testing the future CDX login integration. To participate in the ECMPS Beta testing process, users will need a CDX test account, for which they can register at any time. The CDX Test Start guide can be found here.

Prior to the release, the EPA Host System will be unavailable starting around 5:00 p.m. ET on Friday, June 10th until the afternoon of Saturday June 11th, and again the morning of June 15th until the release is completed later that day. At that time, users will be able to connect to the EPA Host System.

While the EPA Host System is unavailable, the following functionality is not available in the Client Tool: synchronize, retrieve, and submit. During that time, users can only work with the Client Tool "offline."

• ADESTAT-5,11: Updated checks to ensure Appendix D systems using fuel flow-to-load extensions have baseline data to support the extensions. 
• DEFAULT-53: Updated check to disallow use of the fuel code C when the parameter code for the monitor default record is H2O. 
• DEFAULT-54: Updated check to ensure results A and B are returned appropriately per the relevant cross check table. 
• TEST-16: Added check to ensure components were active when a linearity check was performed.  

Other Changes

• Added test type PM CEMS PS-11 Correlation Test to the MATS PDF module.
• Added Reference Methods 3, 5I , and 17 to the MATS PDF module.

• FFACC-14; FFACCTT-14: Added checks to ensure Accuracy Tests and Transmitter/Transducer Tests have unique test numbers. 
• LINEAR-26: Updated check to ensure agreement between reported and calculated linearity test result and APS codes. 
• RATA-52: Updated check to allow a frequency code of 8QTRS for RATA tests performed on non-redundant backup Hg systems. 
• RATA-33, 40, 125, 132: Updated checks to only allow the reporting of 2-5 decimal places in data elements for RATA tests performed on Hg, HCl, and HF CEMS and ST systems. 
• RATA-37, 125: Updated checks to ensure the rounding of RATA Summary Mean Difference values for NOx diluent systems matches the rule text.
