On April 17, 2020, the EPA Administrator signed an interim final rule (IFR) to reduce the health risk to power plant operators and other essential personnel from COVID-19. Under specific conditions defined in the rule, sources may extend the validity of previous passed quality assurance tests under the monitoring, reporting, and record keeping provisions used by sources subject to the Acid Rain Program and Cross-state Air Pollution Rule (CSAPR), also referred to as Part 75. The previously passed quality assurance tests will remain valid until the power plant operator can safely and practicably complete the delayed test(s), but no later than the earlier of the end of the novel coronavirus disease (COVID-19) national emergency plus a 60 day grace period or the expiration of this rule 180 days from its publication in the Federal Register.
