    Planned Changes for Missing Data Emissions Checks

    In the 2019 Q3 ECMPS release, EPA implemented checking around the reporting of System and Component IDs during missing data periods.

    These checks, listed below, were initially released as Informational Messages. As part of the 2020Q2 release planned for June 2020, these messages will change from Informational to Critical 1 errors.

    The 2020 Q1 Reporting Period will end on April 30, 2020

    The last day of the 2020 Q1 reporting period is Thursday, April 30, 2020. Although a majority of the 2020 Q1 emission submissions have already been received, there are a number that are yet to be received by the EPA. In order to submit emissions files by the reporting deadline, some people will be hustling to make those final submissions.

    If you find yourself nearing the submission deadline with submissions still to be made, you should consult the information in the FAQ on what to do if you are running out of time to submit.

    EPA Part 75 COVID-19 Conference Call


    Monday, April 20, 2020


    On Thursday, April 23, 2020 at 1PM ET the EPA Clean Air Markets Division will host a one hour conference call to discuss details and answer questions regarding the April 17, 2020 interim final rule (IFR) “Continuous Emission Monitoring; Quality-Assurance Requirements During the COVID-19 National Emergency”. The purpose of the call is to discuss implementation details for Part 75 reporting purposes. 

    In preparation for the call, please review the rule and additional documentation found on the Emission Monitoring Regulatory Actions webpage and submit any questions or comments in advance to Charlie Frushour and Chris Worley

    The call is limited to the first 250 participants; if the number of participants exceeds the conference line capacity, a second conference call will be held on Monday, April 27, 2020 (time TBD). If you are unable to attend, an audio recording of the call and a written list of questions and answers will be posted to the ECMPS News feed.

    EPA Part 75 COVID-19 Regulatory Update

    On April 17, 2020, the EPA Administrator signed an interim final rule (IFR) to reduce the health risk to power plant operators and other essential personnel from COVID-19. Under specific conditions defined in the rule, sources may extend the validity of previous passed quality assurance tests under the monitoring, reporting, and record keeping provisions used by sources subject to the Acid Rain Program and Cross-state Air Pollution Rule (CSAPR), also referred to as Part 75. The previously passed quality assurance tests will remain valid until the power plant operator can safely and practicably complete the delayed test(s), but no later than the earlier of the end of the novel coronavirus disease (COVID-19) national emergency plus a 60 day grace period or the expiration of this rule 180 days from its publication in the Federal Register.     The EPA Clean Air Markets Division will host a conference call to discuss details and answer questions regarding the rule on Thursday, April 23, 2020 at 1PM EST. Details to follow in a subsequent post.
