ECMPS Technical Support regularly assists users and their IT departments with ECMPS Client Tool installations and re-installations. At times, these requests are often further complicated because old installation files are initially used. These files may have been saved locally to a user’s computer or reside on network drives and within corporate software libraries. 

New installation packages for the ECMPS Client Tool software are released the first quarter of each year. These executables often contain upgrades to SQL Server and other important updates to the software files.

It is highly encouraged that users and their IT departments use the latest versions of the ECMPS Client Tool software during the installation process. The latest versions of the ECMPS Client Tool software can be downloaded here.

The 2020 Q3 Reporting Period begins on October 1, 2020

The first day of the 2020 Q3 reporting period is Thursday, October 1, 2020. Sources required to report 2020 Q3 emissions data under the Acid Rain Program (ARP), the Cross-State Air Pollution Rule (CSAPR), the NOx SIP Call (SIPNOX), the Texas SO2 Trading Program (TXSO2), the Regional Greenhouse Gas Initiative (RGGI), and the Mercury and Air Toxic Standards (MATS) rule have until the end of the day on Friday, October 30, 2020 to submit their emissions data to the EPA using the ECMPS Client Tool.

During this reporting period, the EPA expects to receive approximately 4,000 emissions data submissions. Sources are encouraged to begin working on their submissions as early as possible in order to give them sufficient time to complete all submissions by the deadline.

Start Early

With the large volume of submissions expected, we encourage sources to start working with their data as soon as possible because, if you have questions you will get a faster response to your technical support request the earlier in the month you submit your request. If you wait until later in the month to begin working with your data and you run into problems that require technical support, your request will be added to a much longer queue of technical support requests.

Technical Support Information

Information on getting technical support through the resources on the Website or by submitting a technical support request has all been consolidated in the Website's Help section. Technical support would like to highlight that, as necessary, FAQs and Known Issues will continue to be updated throughout the submission period. Hours for technical support are listed on the Contact Us page.

Resubmission Requests

Requests to resubmit QA or emissions data should be made using the Resubmission Request Form.

The EPA Host System will be Unavailable September 25-27, 2020

The EPA Host will be unavailable starting around 5pm ET on Friday, September 25th until the evening of Sunday, September 27th for scheduled maintenance. 

While the EPA Host System is unavailable, the following functionality is not available in the Client Tool: synchronize, retrieve, and submit. During that time, users can only work with the Client Tool "offline".

Service Pack 1 for the 2020 Q3 Version of the Client Tool is now Available

An updated version (SP1) of the 2020 Q3 Client Tool is now available. The purpose of the release was to correct the INTSTAT-3, Daily Interference Status errors that erroneously affected some sources.

CAMD Emails Announcing New and Outstanding Submission Windows

mailOn September 9, 2020, several emails from EPA Clean Air Markets Division (ecmps.epa.gov) were sent to facility representatives and their ECMPS agents in error. Affected users may have received emails announcing the opening of submission windows, reminding them of outstanding emission submissions, and/or notifying them EPA did not receive a submission. These emails sent on September 9, 2020 were sent in error and should be ignored.

If you have any questions about these emails, please contact your emission monitoring analyst or ECMPS Technical Support for assistance.

The 2020 Q3 Version of the Client Tool is now Available

The 2020 Quarter 3 Release of the Client Tool is now available.  The Client Tool must be upgraded to the 2020 Q3 version in order to report data in the next reporting period which begins on October 1, 2020.

More information about what is included in the release is shown in the Release Notes.

In order to use the Client Tool, you must be a Designated Representative (DR), Alternate Designated Representative (ADR), or an ECMPS agent for a representative. In addition, you must have a CAMD Business System (CBS) user name, current CBS password, and have completed a CROMERR Subscriber Agreement Form.

All current users of the Client Tool will be prompted to upgrade to this latest version the next time each user logs in to the EPA Host System. For more information about the Update Service which updates the Client Tool, watch the Update Service tutorial.

All new users of the Client Tool should download and install the 2020 Q1 version of the Client Tool and then upgrade to the 2020 Q3 version. Users are urged to follow all instructions on the ECMPS Support website and to consult the Installation Guide for step-by-step instructions on how to install the Client Tool.

In order to insure that all technical support questions are tracked and answered, EPA has requested that all technical support questions, including installation questions, be submitted to ECMPS Technical Support.

The EPA Host System will be Unavailable September 9, 2020

As was noted previously, the EPA Host System will be unavailable in order to prepare for the release of the next version of the ECMPS Client Tool.

Prior to the release, the EPA Host System will be unavailable the morning of September 9th until the release is completed later that day. At that time, users will be able to connect to the EPA Host System.

While the EPA Host System is unavailable, the following functionality is not available in the Client Tool: synchronize, retrieve, and submit. During that time, users can only work with the Client Tool "offline".
